The exporter will always be Citrix, the ULTCG will be their ‘END USER’ and the Ship To will be their ‘SHIP TO’ party
In our license determination, we are checking the country of the END USER (ULTCG) and SHIP TO (SHIPT) parties.
The exporter is not considered and we are also not looking at the country of import on the header level any more. (I believe they are sending the country of the ship to party in as the import country though, regardless, so it will match something, but don’t be fooled by that in troubleshooting the block/release
